In November, 2011, National Strategic Alliance for Technological Innovation of Sludge Treatment and Disposal Industry was organized by National Engineering Research Center of Urban pollution control of Tongji University and Center for Development and Promotion of Science and Technology of Ministry of Housing and Urban-Rural Development, supported by relevant national departments with regard to the spirit of Guiding Opinions on Promoting the Construction of Industrial Technology Innovation Strategic Alliance. The alliance members contain many influential R&D companies, equipment manufacturers as well as investment and management companies. In October, 2013, the alliance was approved by Ministry Science and Technology of the People’s Republic of China and became one of the national experimental alliances. Currently, the alliance holds a total number of over 100 members.

The alliance aims at promoting communication and strategic cooperation of upstream and downstream sludge treatment and disposal industries basing on the demand of the state as well as the market. Depending on the outstanding power in the fields of industry, academy, research and application, the alliance will make breakthrough in developing key technologies and solving bottleneck problems, thus promoting technical and industrial development. In the long run, through concept guidance, policy suggestions, expert consultation, technology exchange, experience sharing, engineering demonstration, industry services and so on, the alliance will promote the transformation process of sludge treatment and disposal equipment from "made in China" to "created in China", and promote the standardized and healthy development of the whole sludge industry.

Ever since its foundation, the alliance has been operating on an open and non-profit mode, specifically technical collaborative innovation and industrial synergy development, etc. Several sessions, forum and research focusing on sludge treatment and disposal was organized and conducted by the alliance, making significant contributions on the sludge treatment and disposal industry.
