I. Purpose of Chongming Base

"the Yangtze River Ecological Environment Research Base in Chongming" (hereinafter referred to as the "Chongming Base") as a regional research platform of the Yangtze River ecological environment research, aiming at Shanghai Chongming international ecological island construction and national Yangtze River protection strategy. Giving full play to the advantages of Tongji University science, technology and talent and superior ecological and geographical conditions of Chongming island, integrating scientific research, technological innovation, personnel training and scientific popularization and then constructing science research base of characteristic, first-class level, social sharing of environmental.

Chongming Base will serve as the field research base of the Key Laboratory of Yangtze River Water Environment, Ministry of Education. Integrating multiple functions such as three-dimensional intelligence monitoring, green technology research and development, future ecological environment science and technology demonstration, etc., it will provide convenient conditions for scientific research investigation, field investigation and green technology project demonstration of the Yangtze River ecological environment protection. At the same time, based on solving related technical problems for Chongming area, it looks across the Yangtze River basin and becomes important base of studying key issues in the Yangtze River economic belt of the ecological environment protection.

Chongming Base becomes a multi-function scientific research platform which integrating technical research and development, the results show, technical transformation and technology and enterprise incubation. It has been cooperated with the Ministry of Science and Technology of the People’s Republic of China, Ministry of Education of the People’s Republic of China, Shanghai Municipal Water Bureau, Shanghai Science and Technology Commission and local relevant government departments to build Chongming Base into a "national field observation research base", the Yangtze River ecological environment protection "propaganda education base" and "international scientific research cooperation and cultural exchange platform".

II. Function orientation of Chongming Base

(1) Scientific research:

l The Chongming Base revolves the scientific and technological issues around integrating ecological and environmental management of the Yangtze River Basin, focusing on the ecological health monitoring and evaluation, intelligent monitoring system, and comprehensive treatment technology of regional water environment.

l Relying on several national scientific research platforms, such as the State Key Laboratory of Pollution Control and Resource Reuse, the Key Laboratory of Yangtze River Water Environment, the Ministry of Education, the National Engineering Center for Urban Pollution Control and the Yangtze Environmental Specimen Bank, it undertakes and participates in scientific research projects at national, provincial and ministerial levels, as well as enterprises and local levels.

l A comprehensive three-dimensional monitoring of the ecological environment in a specific area of the Yangtze River estuary will be carried out to explore the migration and transformation of regional characteristic pollutants and the response law of the ecosystem.

l Research and development of high-end environmental protection technologies that meet the future market demand and have good application prospects, and provide technical support for ecological and environmental protection of the Yangtze River Basin.

(2) Technical services:

Technical services focus on the Yangtze River protection strategy and the construction of ecological island in Chongming.

l Research and develop key technologies for ecological protection and pollution control, build demonstrative projects and incubate innovative enterprises aiming to provide efficient technical services for ecological environmental protection in the Yangtze River Basin.

l Make the best of the expert group in the field of Yangtze River ecological environment research led by Tongji University to provide international high-level technical support and policy consultation related to ecological environment protection of the Yangtze River Basin.

l Hold expert forums on ecological and environmental protection of the Yangtze River, and jointly organize equipment exhibitions, technology promotion and professional personnel training in the field of water industry.

l Promote the transaction of environmental protection technology and intellectual property rights, explore the cooperation mode and experience of technology transformation in the field of environmental protection high-tech, and provide strategic consultation and solutions for the development of enterprises and industries.

(3) Science Popularization:

"Chongming base" will rely on chongming island's unique geography and geographical advantages, combine with the Yangtze river tidal flats, estuary wetlands, lakes and rivers, farmland, ponds and other natural conditions, utilize education resources of Tongji university and other institutions of higher learning, building service new era propaganda education platform along the Yangtze river protection strategy through physical model, pilot plant and demonstration project and multimedia display. Tongji University will cooperate with the relevant departments of Chongming District to complement each other's advantages to build an innovative experimental base and an off-campus practice base for college students centering on the ecological environment protection of the Yangtze River, so as to train professional and technical personnel. "Chongming base" is open to the masses of people and primary and secondary school students, and actively popularizes and promotes the advanced concept of great protection of the Yangtze River ecological environment and the theory and technology system of green development. It also cooperate with the propaganda and education departments and public welfare organizations regularly organizing promotional activities such as education and public practice talking about the Yangtze river ecological environment and birds protection. It aims to let people involved in the Yangtze River ecological and environmental protection practice and make people know the Yangtze River, and then love and protect it.

(4) International Cooperation:

"Chongming base" will cooperate with the United Nations Environment Programme (UNEP), the World Wide Fund (WWF) and other international organizations, and rely on "the Yangtze river ecological environment of international cooperation (Intel - Lab)" led by Tongji University and jointing Jülich Centre for Neutron Science of Helmholtz in Germany, Stockholm University Queen’s University and other international well-known universities and research institutes.

Taking Chongming island ecosystem as a typical case, "Chongming Base" is attracting internationally renowned experts and constructing an international scientific research cooperation and cultural exchanges platform for solving key scientific issues related to the ecological and environmental protection of the Yangtze River. "Chongming base" will serve as an important stage to support the protection of the ecological environment of the Yangtze River with science and technology from the international leading vision and the height of national strategy.
