The eight lecturers were Yan Xushi, Sun Licheng, Gao Tingyao, Chen Linqing, Qian Weisheng, Xu Jianhua, Wu Zhendong and Hu Bin.
In 1972, the department of Plumbing and Drainage and the department of Heating and Ventilation were merged into the Plumbing and Heating Engineering.
In 1978, the Environmental Management Group was established, with Gao Tingyao as the head. Environmental Protection and Management were put on the teaching agenda.
In 1979, the Plumbing and Heating Engineering was renamed the Thermal and Environmental Engineering. The department of Environmental Engineering was added. In the same year, a group of students were drawn from the Water Supply and Drainage to set up a pilot class of Environmental Engineering.
In 1980, the department of Environmental Engineering officially admitted undergraduate students.
In 1981, the department of Thermal Energy was partly transferred to the department of Mechanical Engineering, and the department of Environmental Engineering was established separately, with two teaching and research offices for the Water Supply Engineering and the Wastewater Engineering, and two majors in the Water Supply & Drainage and the Environmental Engineering. The department of Water Supply and Drainage (the name of the postgraduate program is Municipal Engineering) and the department of Environmental Engineering were both qualified to grant master's degree as the first batch in China. Professor Yang Qin was among the first batch of doctoral supervisor in China, the department of Municipal Engineering was qualified to grant doctoral degree, and the first batch of students were awarded master's degrees. At the same time, talents were introduced from inside and outside the university for air pollution control, solid waste management, environmental impact planning and evaluation, and noise pollution prevention and control.
In 1983, the first batch of PhD students were admitted to the department of Municipal Engineering.
In 1984, the department of Environmental Engineering was granted the right to confer doctoral degree and the Environmental Laboratory building was completed, with a construction area of 3000 square meters.
In 1985, the first batch of post-doctoral stations were approved to be established for the Municipal Engineering and Environmental Engineering. In the same year, the Tongji Water Treatment Technology Development Center and the National Environmental Protection Agency-Tongji Institute of Environmental Protection Science and Technology were established.
